I'd get one even though I don't need it if only the shorter one was a 6-footer. Why would they make a 2-ft "extension" cord? Best deal on a 12/3 75 ft if you need one.

The 2 ft tri-tap cord is just to give you the option to turn the 75 ft cord into a tri-tap cord, without having to use a low-end tri-tap that won't handle the same rating as the cord. It can also be handy as a disconnect point, if you want to leave the plug end in the wall, but don't want to unplug the three other ends every time.

If I read correctly this cord can handle upto 15 AMP tools? such as snowjoe snowblower?

I use to pull 30A through a 12ga extension cord for hours at a time, the problem is not the cord, it's the connectors on the ends which are crimped. If they aren't crimped well, that's what gets hot, not the conductors. You could pull 15A through 18 gauge wire over 75 feet, keep the insulation nice and warm and supple.  (actually, you'd only lose about 100 watts, or about 1 W/foot.
