Yeah, it would have to be some big-ass Extended-ATX case with that kind of dimensions. Still, the PC is noticeably deeper than its height and width would suggest.
While not crazy hot, this is really a good price on this particular PC model. You can find refurbished ones on the Outlet for less (especially when there is a coupon), but they usually come with a Pentium processor and smaller hard drives. So, if you are in the market for a basic PC and you actually need the small form factor, I would jump on it.

Yes. It would be great. Depending on your tastes/needs, you may want to upgrade to a discrete graphics card down the line. It will have to be a low-profile lower-end card, but it is not a necessety in any way.
Lots of people's workplaces seem to have free/cheap software available through IT these days. I know I can get Windows 7 for $10 from mine. My girlfriend found out yesterday she can get Windows 7 for free from hers. *shrug* Limitations are usually that you have to do some "work" on it (checking your work email once a month counts), and that you have to uninstall the software if you leave that job (which I'm sure somebody actually goes around and checks on).
