Yes, it has to be Exactly $825, they place units in there at that price, they are the Only ones priced that end in $xx5, that don't end in $xx9, they have done this Exact price thing, on many different models & specs, many times over six months or so.

These Exact price deals have are been listed under Dell Outlet's Hot Deals and change every month or so.

This comes out to be 30% off. Wish they would just provide a 30% off coupon so we can order the configuration that meets our needs/budget. They must have a lot of 900p screens they can't get rid of.

That is correct:
In past Exact Price "Outlet Hot Deals", Dell sometimes gets the Deals listed before the inventory gets started or it is extremely slow to begin with, but speeds up as time goes on over the weeks ahead.

wow that's a better deal with 1080p screen but how does AMEX Sync really work? will they send your cash back in the future (eg. $200 back after a few months)? Really nice deal if you get it to work (probably the best Deal I've seen all year).
