Someone asked in a Dell Inspiron 660s thread for a dual-monitor solution for that system. Conveniently enough, Newegg was having this on sale. This is not a replacement for HD 300/4000 onboard video or for any kind of gaming. The typical uses for this card are:
adding dual monitor support to basic PCs that don't have it
adding HDMI and/or HTPC capability to lower-end systems
replacing very old discrete video cards
replacing pre-HD3000 onboard graphics
keeping a very inexpensive card for testing/troubleshooting

The first number represents the card's generation. The second and third numbers are more indicative of its performance level. The 5450 is a more recent card, but it is the lowest end, your 4650 is a low-midrange card.
If you compare the specs[gpureview.com] of the two cards, it will become immediately apparent why the 4650 outperforms the 5450; 4 times more SP's, twice as wide memory bus, etc.
Intel HD 3000 isn't always better than this. I think the ones integrated into the SB i7s are (which is what typical benchmark websites had used), but not the ones in an i5. Intel and their retarded iGPU branding schemes.
