I don't believe AGPS phones will give you GPS function without a data network.
AGPS devices will still do a real GPS lock without data network support. They will just take longer. Real GPS can take up to a couple of minutes to get a decent lock from a cold start. Assisted GPS speeds this up by approximating your location via cell towers and then getting the hard GPS lock later.
This process is easiest to see when you look at a GPS application on your device that allows you to see its circle con confidence. You'll notice it starts out very big and then gets smaller as time passes. That is the transition from tower triangulation to real GPS.
Assisted additionally helps to speed this up by downloading an updated list of the GPS sat positions. Allowing the phone to get its hard GPS lock faster by knowing where the sats are ahead of time.
You can test this yourself on any AGPS phone (pretty much anything made in the last 5 years) by putting it in Airplane Mode and then activating an app that uses GPS (but itself doesn't need a data connection). You'll see the GPS lock be made in a couple of minutes instead of a few seconds.
