The Monoprice have nice reviews on HiFi.org. The only is the fit for long periods of listening. Overall, they sound good for the everyday price.

Probably no unless you don't want to spend even that much. Meaning, someone could get a $10 or $20 pair and they might be good enough for them and may sound very good and be the best headphones they've ever had, but these have a good chance of being at least a little better in some way. How much better would be the thing.
If someone only wants to spend $10-$20 on a pair, they can get a very nice pair, especially if they wait for a good sale. But then these would likely be better. Of course, you can play the "pay a little more to get a little better" game all day until you run out of money.
One thing about what pair is "better" than another is just what someone likes to hear. Some people love overpowering bass, while other people would use the same pair and say, "These suck. Too much bass."
