I've overseen project and purchases like this before, and I've made the decision to overspend to minimize potential issues. I actually handle contracts, contractors, and purchase orders on behalf of the government. AMA.

It's why the thought of defense and military budget cuts suck so much. The military could make do with a lot less, but give them less and they'll just spend what less they get on the same dumb stuff. Contracts with Lockheed will still go through, they'll just cut benefits and hurt the people. It's not in my best interest to be in favor of budget cuts though, I suppose...
