I read the manual, and it says the outlets are always on. I figured that these USB plugs might not drain if there's no load demanded from them(ie a plugged-in cell phone) but I guess I have to take it out when I shut the car off.
You are correct that there is no drain if there's no load (circuit is not complete in such a scenario). However, a plugged-in cell phone is a load. You can likely keep the car charger plugged in, just not the phone if you have battery draining concerns.
