Family Cell Phone Plan

Hi - It's been a long time since I shopped for one of these..and I need some help in trying to shop for a cell phone plan for a family of 3.
Basically - I am helping a friend out who needs to get a cell phone plan for his family.

Ideally, he would like to have one smartphone with a data plan and two regular phones for his kids. Kids text a lot, so needs a text plan as well (on all three phones)

Now, here's the important stuff -
1)he needs to keep the monthly cost at around a $100 bucks.
2) He lives in an area which is not serviced by TMobile, but AT&T and VZN are available.

Any ideas? I would really appreciate your help as the family has been through a lot and are really depending on me for selecting their mobile plans.

The price can vary a lot depending on how much data he actually needs and how many texts the kids actually use. That is important information to know.

Also, if he or the kids are near wifi a lot, they could save a lot of minutes and texts by using internet apps for making free phone calls and texts via wifi. Wouldn't even need a cell phone plan at all, actually.

This is what I would suggest also.
Get some phones from CL. The kids plans would be $12 or $30 each (getting a texting app is critical). His plan varies depending on his needs. Since it's prepaid they could change plans each month until they figure what works best for them.
Also, if they go this route know there are dealers out there that will give a discount.
