Nope, not at all. There was a very fortunate convergence of lots of things that happened at the time all of which contributed to the overall prosperity.

But given that tax receipts from capital gains rose from $62 billion to comprise $110 billion out of the $198 billion surplus (not counting the debt calculation manipulation which reduces the real surplus number by a big chunk), it was the primary difference in the source of tax receipts.
