Just on the page where you will click "Submit Order". This comes after you entered your CC information.

It's in the right hand side of the screen, after you've entered your payment details, when it gives an order summary before final order confirmation. Make sure you are buying a product through a marketplace seller and not directly from Rakuten or it won't show up (well, I switched sellers and accidentally picked Rakuten/buy.com at one point and it disappeared).

Their site is confusing. I payed with paypal, ---after i was sent to paypal and logged in to paypal--- then it takes you to an order confirmation screen where you can still back out. Look at the item price upper right of confirmation screen. If eligible coupon code box is below item price, and above order total. Only items fulfilled by marketplace sellers are eligible, not items sold/fulfilled by buy.com themselves. Go find the same item from different seller if that is the issue.
