rocks are heavy so someone must be taking them out of the rock garden for some reason. I'm not a professional landscaper so maybe get a second opinion, but a foot and a half sounds okay to me and actually instead of fake mulch/ more rocks to prevent weeds a better way woucl be move the rocks etc that are around the bushes/roses etc and lay down weedblock fabric, put a tiny layer of dirt over that then lay your rocks back on top to keep the fabric from flying away. get as much of the fabric to hug around the bas of the bushes, where you have to cut the fabric, overlap it a tiny bit so weeds don't grow. then you can spray your groundclear around that, but the safest way seriously in your case is to lay fabric throughout the rock bed, then no ground clear is needed. it's the best way but also most labor intensive, costly. if it were me however I would just say fark it and spray around the bushes, because I don't really care.
