the ebay sellers version of "refurbished" usually is just to make sure it powers on. If you get a dud, you have to pay shipping to return it and lose 25% restocking fee.
A lot of these got returned for cosmetic issues like light bleed, a stuck pixel or a loose bezel. I'm pretty sure a woot refurbishment is like you say...powers on, looks okay, it gets wiped off and sent out.
And I don't buy anything from anyone that makes me pay to ship it back to them if its unsatisfactory.
