To activate the offer, sign into your PNC online banking and the offer should be available in your PNC Purchase Payback section. Just click the offer and it will be activated. Once you make your purchase, you will be automatically credited. Note that you MUST use the card associated with your PNC account to get your cash back.

Presumably, since PNC should review your statement and apply CB credit based on the final price billed to your card, you could couple this with any other HSN coupon/offer you might have. (I tried to dig up a few, none worked so I won't list)
This COULD be YMMV -- I don't know if offers are regional, based on previous spending, etc. I'm inclined to believe this is available to everyone, since HSN has no B&M.
Not a big HSN shopper, but $10 off $20 is a decent deal if there's something you need.
