These "sales" are jokes. Buy a $150 suit for $700 and get 3 free ($175 each). The "regular" prices are never charged, which as gotten them investigated by a number of state attorneys general.
You are absolutely right. BUT, when the better deals come along a couple times a year you can end up with a good value. Obviously I would never pay $895 for one of their Signature suits...but 4 for $900 is a different story.
I've gotten a few signature suits from them in the past for $150 or so and they are good quality for that price. That being said, it is a hard to tell when you are getting a good deal with them because their prices are all over the board. I'd personally rather scour the clearance racks at Macy's for comparable quality and better prices. In the past month I was able to get two suits, one Jones New York and one Tasso Elba (sp?) both 100% wool for $220 total. One was $120 and the other $100. Both marked at $600 originally. They should probably retail for somewhere between $200-$400.
It really is annoying that a lot of Men's retailers sell this way.
I've also bought an Executive suit from them and you could honestly find something of comparable quality at any department store for <$100. It wasn't very good quality. Just my 2 cents...
JCP tried to get away from promotions and charge simple straight forward prices. Their customers vanished from stores. People are hardwired for "sale" signs now.
IMHOO they started carrying better quality stuff at a generally better price at the same time. Unfortunately, it's harder to move upmarket than it is to slide downmarket and it either just didn't work or the ceo just didnt have enough time.
