Erie county in NY state has a super refund law [erie.gov], which basically states that if an item on the shelf has a tag that says, for example it is $6.99, but when you ring it up at the register, it comes up $7.99, then the store not only responsible for the $1 difference, but is also penalized 10X, i.e. you get $1 difference and $10 penalty.

It may be applicable to other states and counties within NY state. Check your local laws.
