is there a way to get this to be 60hz on a computer monitor? i have a gtx660 with a display port and dual dvi
Not sure what you mean on first sentence but If you are going to be on 1080p then it will operate on 120hz and you will have to change it by left click on Windows>Screen Resolution>Resolution.
If you plan on going full 4K, it will be on a 30hz and you're gonna have a bad time
I saw both 4k TVs and OLED TVs at CES this year, and my opinion was that 65"+ I'd want 4k because the resolution matters. <65" I'd go with OLED because the color reproduction matters more than the resolution. I couldn't perceive a REAL resolution difference on a 55" 4k TV vs. a 55" 1080p TV, but I _could_ perceive a real color quality difference.
But, that's just my opinion, using my eyes

I'm not sure if 30Hz matters since most content is 29fps or 24fps? Higher refresh rates would simply duplicate those frames multiple times (maybe with some digital manipulation to reduce edges - *see soap opera effect). And perhaps result in a brighter image - but if Seiki uses backlight scanning (doubtful?) that might not be an issue either.

As a TV, why the fark is 30hz at 4K bad? Your movies are 23.997fps. Video game consoles output at 30FPS.
There's a huge difference between choppy 30fps and uneven 30fps. 30fps at ~33ms apart is pretty damn smooth. When you force 30fps on a 60fps output, they are going to be incredibly uneven frame timings. That's why it would look terrible on your computer monitor.
