The issue with the non-charging battery lies with the amperage/current from the official chargers it would seem.
If it goes to zero, the official charger will not work. You must use a different adapter such as an ipod wall charger or something of the sort and get juice running through it.
Once you can hold the power button to then see the low battery picture or icon of charging you are good to switch to the official wall charger or touchstone.
I've had to make sure to have the icon showing when I unplug the chord and plug it into the one sold with the device.
The HP Touchpad is very weird and faulty when it comes to battery. If you mess with the settings enough you can get good battery life and I would suggest not letting it go under 30% battery before charging.

I seldomly use my touchstone(s) since it constantly draws power/turns my device on thus wasting energy.
The Touchstone cable also cannot be unattatched to allow it to be used for data transfer, poor design in that. If the chord goes out (50% failure rate in Touchpad out of the box) then it's useless.
replacing the battery is definitely not the cheapest or easiest solution, but none of the other solutions that I found in various forums worked (resetting the device, trickle charging, using other device chargers, etc). I probably spent a total of 10 hours trying every possible solution that I could find in HP forums, Web OS forums, Touchpad forums, etc.

I'm running CM7 lol. Does that count? I should really update, it's buggy as hell.
It works with both HP cases, the Folio and the sleeve, as well as a few random 3rd party cases that are thin enough.
