SIM's from carriers that use T-mobile's network cannot be used with an AT&T GoPhone without unlocking the device. In addition, to get 3G/HSPA+ speeds on T-Mobile your phone needs to have both the 1700 and 2100 frequencies. T-Mobile MVNOs like Lyca/PTEL also use 1700/1900. The Lumia 520 GoPhone from AT&T does not have the 1700 Mhz frequency. AT&T uses the 850 and 1900 Mhz frequencies, the Lumia 521 has both, so AT&T 3G will work on the 521, if unlocked.

T-Mobile is adding support for 3G on the 1900 Mhz frequency as part of their LTE upgrades, which also uses 1700 Mhz. In those areas you should be able to get 3G, you can find a map here [airportal.de] that shows locations where T-Mobile has refarmed the 1900 Mhz frequency to support 3G.

521 is locked to T-Mobile

AT&T has become fairly strict on unlocking. Wouldn't bet on being able to unlock the 520 anytime soon. IIRC T-Mobile is a bit more customer friendly on this issue and will unlock within a couple months of ownership (given that you have spent $50+ on a service plan...prepaid or otherwise).

quick question, my mother has one of those fake smartphones from tmobile. cheapy slidephone that isnt android or anything really. can i just toss her Sim card into the 521 without upgrading her internet. or just tossing it in by itself?

If I don't have a data plan, would AT&T force me to upgrade if I use my sim card with this phone?

You should confirm with T-Mobile customer service, but it should be no problem to swap in the SIM and continue using same service plan. Don't think they will force a data plan (like ATT does).
