sorry that you were confused. My point was upgrading from RT to 8, not RT to RT Facepalm

How do I update my Surface RT?

If you’re ready to go, follow these steps to download the free update from the Windows Store:

Step 1: Go to the Start screen, and tap or click the Store tile.
Step 2: In the Store, tap or click the Windows 8.1 update. If you don't see the update on the Store home screen, see Can’t find the update in the Windows Store?
Step 3: Tap or click Download.

There's a huge confusion going on. People are thinking they can install Windows 8 or Windows 8.1 on this device.

You cannot. You can install Windows RT 8.1. (RT is the mobile version).

It's like the difference between iOS and Mac OS. iOS is for phones/tablets. Mac OS is for computers.

Me too, mine was definitely not refurbished, if anything, someone bought it and returned it unused, there was one battery cycle on it.

That's not quite the right distinction. There is a version of Windows for your phone, and Windows RT is NOT that. Windows RT is like regular windows, except it can run on ARM processors (instead of x86 processors). All built in Windows features look and work basically the same, this is not a phone OS. The big difference is that you can't install regular windows applications (as those can only run on x86 processors), all applications must be installed through the Windows Store. The exception to this is Microsoft Office, which is included and is specially made to run on Windows RT, it looks and works just like regular Microsoft Offfice.

So you have regulars Windows (for laptops/desktops), Windows RT (for tablets that have ARM processors), and Windows Phone (for phones)

I wonder, typically you can re-use your Office key 2-3 times before the deactivate it. Could one use the office key from this machine, and install in on another Windows tablet Scratchchin

Depends on the version, license type, time period between activation's, device activated on, etc...
