This was a price mistake and deal was dead after AT&T updated the price.

Phones are coming with Android 4.3 and MJ5 modem, so they can be rooted or a custom ROM can be installed. In most cases, custom ROM didn't include a SIM/region lock, but the free SIM card unlock methods (regionlock away app) will not work. You must have an AT&T account for over 60 days to request an unlock code, or you can buy one from an unlock code dealer.
SIM cards are already installed and possibly activated, so be sure to call and cancel!
If this is NOT a price mistake like the previous AT&T deal for a brand new phone, you CAN cancel within the first 3 days and have all lines and activation fees waived! I got lucky the last go around and got a S4 Active delivered, called the next day to cancel and made a BS excuse about going to Verizon, and told them the phone is bought under no contract I have the rights to cancel and not return equipment or pay anything. She canceled happily, but suggested I stay because "AT&T have better data coverage than Verizon!" lol ....
Credit check is a must. $249+tax+36 activation plus $45 plan brings it to at least $355

Since your bootloader is locked, you can't really brick your phone, but it's very important to follow instructions and only flash any ROM proved to be working by others. IT'S YOU THAT TAKE FULL RESPONSIBILITY FOR ANY CONSEQUENCES TO THE PHONE.

There some misinformation in this thread and wiki that should be cleared up:
1. If you buy the phone with no contract and do not activate it you are not charged an activation fee or monthly service fee. If you are still concerned though you can call them verify this or have them cancel your service (there would be no service to cancel since your service doesn't start till you activate the phone).
2. If you already have an account with ATT they may not run a credit check since they have your credit information on file. This is especially true if you recently added a line.
3. Premier members cannot order this phone at the 249.99 no commitment pricing. At least not online. You will either need to call in or order the phone "with new service" like you are a new customer.

Q:How do I cancel service?

AT&T will refund any activation fee you might have paid if you cancel service within three days of activation. The above in red is incorrect. Please see the full terms below. There is no need to return the handsets because there is no contract.
However, you agree to pay AT&T for all fees, charges, and other amounts incurred and owed under your Agreement, and you agree to return to AT&T any Equipment you purchased from AT&T in connection with your Service Commitment. If you fail to return this Equipment, you will be charged the difference between the amount you paid AT&T for the Equipment and the amount you would have been charged for the Equipment had you not agreed to a Service Commitment. AT&T also may charge you a restocking fee for any returned Equipment. Some dealers may impose additional fees.
Therefore, since there is 'no service commitment' for the order, there is no need to return the equipment. Also, $249.99 is the full price so AT&T cannot charge the "difference".
