I'm not sure, but I think the apmebf.com is an intermediate "referrer" link, a way for the site you want to visit (in this case, Kragen) to know where you came from (slickdeals), so that they can "track" you on the web. Maybe some security software on your computer (most likely something you newly installed or recently modified settings on) is blocking the intermediate site in an attempt to protect your security/privacy. I'm not sure this is what is going on, but if it is, then to fix it you need to figure out how to either whitelist apmebf.com in your security software, or disable the feature of the security software that is causing your problem. Also check your hosts file (google it if you don't know how) to see if apmebf is being blocked there.
Edit: I saw the other reply and followed the link. I use spybot S&D with the latest updates/signatures, and I don't have a problem. I think the spybot S&D people got complaints from SDers and removed apmebf from their blacklist? Anyway, try updating your spybot S&D online, then reboot and see if that fixes it.

I seriously would not disable your firewall just to get to this site. The tracking cookies are blocked for a reason. If nothing else, just make sure you update Spybot and try again. Or just manually type in the partsamerica.com url and try to access it that way.
Disabling a firewall in this instance is just a diagnostic technique, to determine what is blocking access.
If a user can utilize links with a firewall disabled, that tells him what the problem is.
He can then add the blocked site to his list of trusted sites in the firewall.
Not really wanting to start some sort of flame war or anything- but would it really be a good idea to add tracking sites to a firewalls list of trusted sites? That sort of defeats the purpose. The first thing to try IMO is just manually typing the desired url in and avoiding the tracking sites altogether. Once the tracking sites are added to the trusted zone the effectiveness of the firewall is compromised.
Like I said above, I was able to get there with Spyware Blaster blocking the tracking sites from being loaded. This still allowed the referrer so maybe trying out SB is the way to go, especially if Spybot is what is blocking access now.
I respect your opinion on the issue. Just not sure I agree with it.
