From an Oct 2013 post on this board: "Intel ... the company is running a program for universities where it will give away 50,000 of the boards to over 1,000 universities over the course of the next year and a half."
And, an interesting comment in thread about how useless the processor on these boards is.

This is an embedded Linux board with some Arduino compatibility. There is no audio/video out, no GPU. You can't easily use this as a PC replacement like a Raspberry Pi.
