Nope, concrete has rocks. You want sand mix with a bonding agent, or hydraulic cement if water is an issue.

You could, but you'll be perhaps exacerbating the problem. The issue is that as a house settles it often creates a small gap between the steps and foundation, as they are really just built against the house, rather than attached. Your best bet would actually be to jack the steps up by pushing pressurized concrete beneath them. There are many businesses which will do this, but they aren't exactly cheap.
