Yes that is spot price (i.e. junk silver). These are minted coins (i.e. currency).

I use spot to make decisions for buying bullion or rounds but you are always going to pay more for coins because they in theory are worth more since there is a collectible

If you are buying in bulk (probably over a few grands worth) , why not buy the silver etf. No hassles for storage, easy to get rid of, and you do not pay any premium !

That's for paper silver ETF, totally different than bullion and these are actual coins minted by US Mint, which actually have a legal value.
