In for 1. However, for others, the promo code did not work with PayPal checkout. It takes the code all the way up to the point you return to the NewEgg site from the PayPal login, then complains that it can't apply the code. When I changed my order to pay directly with my Visa, it worked.

Odd. I just bought this and used PayPal checkout. The promo code worked fine for me.

Does this burn CDs? Also, does it 1 or 2 USB inputs to work?

Sorry I have a 2.0 usb dvd drive and hate the double usb connectors!
That is why I prefer the 3.0 which only has 1 and most likely will be faster:

I think you only need both connectors if a single port (from whatever you are plugging it into) will not power it properly.

In my experience I only need to use the second connector on a older laptop. Everything else I plugged it into worked fine with a single. Including a Surface.
That is with a Samsung external and Panasonic external (both USB 2.0).

I picked one of these up for my Son's Surface Pro 2.

Would a USB 3.0 compatible version offer any advantages than a 2.0 version when it comes to external DVD players? If not, I think I'll be in for one.

Yes, it will burn CD's. It has 2 usb connectors but according to the reviews, you might be able to get away with 1. I would imagine if you plugged it in to a usb 3.0 port, it would provide ample power.
