I can't speak for TorGuard but I've been very satisfied with PIA. Granted I live in a rural area with slow internet (25 mbps) but using PIA hasn't slowed down my downloading speeds.

I'm happy with torguard and my static IP and well for other reasons. I use it torguards app at work on my cellphone daily to get around the WiFi proxy. the speeds are pretty good where I can still hit my ISP speeds but I doubt they will match FiOS when I switch.
