Why is a Sith apprentice (e.g. Darth Vader) a Grand Moff's lap dog?

Episode 1-3 of Star Wars shows the rise of Vader and his lust for power. So why does it seem that Vader is third behind Grand Moff Tarkin in the eyes of the emperor. Even Vader was taking command from him.

I envisioned it as Tarkin is in charge of the Death Star, similar to a Captain and acting as the Commanding Officer whereas Vader is closer to an Admiral (Emperor's right-hand man and all) - basically even if Vader normally out-ranks him, in the special situation of on-board the Death Star, Tarkin is in charge and Vader is a VIP guest on-board.

Also, aside from that one scene where Vader lets Motti live due to Tarkin, I don't seem to recall any other incidents of Vader listening to Tarkin, and that didn't really seem like an order, more like a request for doing him a favor such that he doesn't have to find a replacement for Motti.

I guess I've never looked at it that way with Tarkin being the principle on the death star. But when you look at the other imperial star cruiser where Vader was a "guest" even the admirals were under Vader's command.

You've got them backwards.

4-6 were actually the first three movies produced, then the largely forgettable prequels 1-3 came out this century.

You've got them backwards.

4-6 were actually the first three movies produced, then the largely forgettable prequels 1-3 came out this century.
I think you might have read that wrong. He was saying 1-3 were the bastardization (silly prequels) and the "remakes" of 4-6 (Greedo shooting first, Jabba's appearance in Episode 4, etc...) were unnecessary because the theatrical versions were better.

I'm going to do my public service and make sure that fans of the original trilogy are aware that Harmy's Despecialized editions exist. More beyond that, I shall not say.

but then both Vader and the admirals are the VIP guests - in either case the captain of the ship that they are on is the one who deals with immediate threats and day-to-day operations, including staff issues (such as who is punished for being a failure..)

This is basically because even if an Admiral out-ranks a Captain, the Captain is the one familiar with the ship & crew, and the Captain is also directly responsible for them, whereas the Admiral is responsible for the entire fleet (or flotilla or whatever) and not so much individual ships
