How cheap do you mean? What are the monthly talk/text requirements?

Page Plus cellular. It uses Verizon's network. Find an older Verizon flip phone and pay $80/year for 2,000 minutes or $12/mo for 250 mins and 250 texts.

I'd go for Tracfone. I am putting DD with my old Verizon iphone4 on it next month. Looked at Page Plus, but the company went into major corporate administrative issues and now do not have any service support here in the US. Basically if you have any issues you are SOL.

This article helped me narrow my choices down by carrier:

I went with H20 wireless for my kids. Got a cheap $10 Go Phone from Walmart and an H20 sim from ebay. You can load $10, which stays valid for 3 months. Minutes were 5cents each, I think. This is perfect for "hey, can you pick me up from practice" calls a couple times a month.

So I guess if you do the math, its $40 a year. That was the best I could find.

Ting makes it easy to turn off data, and you don't pay for what you don't use. It's $6/mo to keep the line active, plus $3-9-18 depending on how many minutes you use, plus $3-5-8 depending on how many text messages. (Plus data too,if enabled.)

Subtracting out the data I use that you'd have turned off, my bill would be $20 most months. That's higher than some options, but I talk quite a bit...

You'd better check on Ringplus plans too.
