What happens? Do you get an error message or something else?

Vague questions receive vague answers . . . . . .
Does the drive spin up at all? Curious if that USB port on the Surface 3 can actually power the drive. Not sure in your case but my external drive has a separate USB connection for power that could bus plugged into something else to get it moving.

Aside from that, VLC is your answer if you are running Windows 10. Should still be your goto for Windows 8 but at least Media Player can attempt to play a DVD.

The USB port isn't providing enough power to the drive.

You need to get a USB hub with power adapter.

For anyone who finds this thread in the future it's worth noting that Windows no longer installs with the codes to decode DVD's and CD's. Microsoft would have to pay a licensing fee to the rights holders of DVD and CD technology and opted not to do it since many new PC's don't have optical drives.

Using an alternate player like VLC solves the problem.

The issue isn't in the hardware, it's in a lack of software.

You can confirm this is the problem if you can read the DVD or CD disc and see the file structure in the explorer screen, but can't get the video or music to play. That means the drive is working properly.
