All iPads are unlocked, right?

I'd get this but I have a 32gb WiFi iPad air and am hesitant to upgrade to anything but an air 2.

Yep. I'm using a "Verizon" one on T-Mobile every day.

Other than being slightly thinner at the cost of lower battery life, what are the advantages to the Air 2 that make it worth a few hundred more?

Faster/more core cpu , more ram, TouchID, & 50/50 split screen with iOS 9

I know that I won't, personally, use TouchID, and not being a gamer the faster CPU won't make any difference at all for me. The 50/50 split might. I like it on my Windows tablet, but not enough to pay a few hundred more.

There are improvements, problem for Apple (along with everyone else) is that the improvements from one year to the next are getting less important for everyday use of the devices, so there's less and less to gain each year from upgrading. Especially when the price difference is pretty large, as it is here.

If you don't need an iPad right away, maybe wait until iPad Air 2 drops in price this winter. That's what I plan to do since I hate 1GB RAM on my Air 1. However, this price is mighty tempting.

I highly doubt it. Air 3 may be very similar to Air 2, but they will likely release Air 3 along with iPad pro version.

You can argue it the other way too. That they won't risk cutting into sales of the Pro by releasing the 3 at the same time. So they'll delay the 3, and bump up the sales of the Pro by giving people who want the latest and greatest no other options. "Instant Hit" right?

Who knows really.

So, sure, the Air 2 has new bells and whistles, and there MIGHT be an Air 3 this fall to trigger a price drop on the 2. Meanwhile $450 is a pretty good deal for a new in box 128GB w/LTE that'll run everything currently out.
