Pentium 4? running Windows 7? sounds awful! it'll run, but I'd hate to use it.

These were considered slow when we removed the last ones from our offices 5 years ago. That was after 5 years of service, so you are looking at 10 year old machines. Do yourself a favor and pass as even the cheap non branded windows 10 tablets are faster than this.

Lower end model from a few years ago but if you need a web terminal or some light weight email and web browsing this would fit the bill for under a hundred bucks. 2GB ram makes it more than capable for light tasks. Now it isn't going to play Call of Duty well or do anything "fast" but it will run.

An Optiplex 755/760/780 (don't get ultra small form factor USFF, small form factor is fine SFF) with a Core2Duo should be minimum to run Windows 7 - pop a cheap SSD in there and you have a totally viable machine. I've seen buy it now's on ebay for these machines with Core2Quad for a shade under $100.

No way is Pentium 4 useful at this point.

Agreed. Even the GX620 models with Core2Duo is the minimum for about the same price. I have both used Both GX620s in C2D and P4. Th P4 model causes the case fan to run loud.

Just bought dell 'refurbished' computer, it didn't work out of the box.

Their return department is located in south america and they do not make it easy.
I was on hold just over an hour and when I talked to someone the call was very distorted, and I was transferred multiple times with long hold times in between.
