Car issue - shift brake lock nonfunctional

FIL bought a 2003 Subaru Legacy Outback recently. Until last weekend it worked OK, now the shifter will not allow a shift out of park when the brake pedal is depressed. You have to use the bypass to allow shifting. Also the brake lights do not work.

So I thought.... must be the switch, right? Took the switch out and replaced it with a new one - still same problem (actually tested the original switch and it didn't seem to work to me but apparently I was testing it wrong).

so back to the drawing board. Ideas?

Start with the simplest option, the fuse panel.

well is the pedal hitting the switch when you press it down.

Tell the FIL to ditch the Subaru and get something else. They are money pits with timing belt and head gasket problems.
