Hi, I used about 6 hours to collect the information for eBay/PayPal system error, will attach a doc. I have no idea what else I can do to get my money back, it may never back. But it's worth to get attention to the people who use eBay/PayPal as major online shopping tools. I have English grammar issues, so please be kind, hear things out. You might be the next vic. My situation is I bought two gift cards on OCT.26, 2015, 1st order was $300 gift card, second order was $100 gift card, both shipped and received. It's totally fine until something going wrong with the 3rd order. The third order placed on NOV.1, 2015 for $200 gift card. there is NO purchase history under my eBay account, but not PayPal. I can only see my purchase on PayPal. I talked PayPal customer service first regarding my order, a PayPal customer service told me to call eBay first. I did, however eBay customer service did not have any record. eBay could not open a case nor locate the order for me, told me to call PayPal because PayPal transfer/hold the money. I did call back to PayPal said what eBay customer service suggested. Then, another PayPal customer service helped me to open a case with the seller(Giftcardmall) to get my money back as PayPal have buyer protection. In order to get the case close, seller(Giftcardmall) have to provide the tracking number to PayPal as evidence that the seller actually shipped the order. Then, the seller(Giftcardmall) provided the same tracking number as doc. STEP2 showed, ignore all these fact that the transaction ID are different, total amount are different, and the shipping date is different. Case close by PayPal after their "carefully review" the tracking number provided by seller(Giftcardmall). I appealed the case, then I received a notice yesterday from PayPal customer service on STEP3, Upon checking PayPal "user agreement" it did state that there is a list to NOT protect buyer, Link is on the doc. with a quote from the "user agreement" on section 13. I purchased gift card, so no matter what happen, PayPal can use user agreement to against its own customers. By the way, Business/in-store pay is also not protected under PayPal user agreement. So PayPal can simply use these term and condition to get away with responsibility. In the end PayPal suggested me to work with the seller(Giftcardmall), I called the seller customer service, Giftcardmall's customer service can't find my order, told me to call back to eBay. I called eBay, same answer, can't find my order either. eBay customer service suggested to call back to PayPal. I'm back to square one. It's simply as if PayPal customer service can call the seller, provide/confirm info for me in order to get the process right, but PayPal refused to do so.

the only way you'll actually see any money is to go ahead and order brand new giftcards of the same amount from giftcard mall .. draw them from a credit card .. empty them onto paypal digital gifts ebay gc of the same amount .. open up a claim that the cards were empty ..
I had my own horror story with giftcard mall / blackhawk networks.. start fresh with a back hand comeback..
if pp sided with them their in no appetite to resolve the issue forget it ..

The good news is that Pay Pal now has competition from AMEX and VISA checkout.&nbsp;&nbsp; Once people get used to Visa or Amex checkout, they will not need Pay Pal. &nbsp;</p><p>1)&nbsp; Have you received the credit card statement with the actual charge?&nbsp; PayPal will precharge, but precharge do not always turn into a finalized charge.</p><p>2)&nbsp; If yes, have you tried disputing with the credit card company?&nbsp;&nbsp;&nbsp; I assume you are using your credit card with PayPal.</p>

as I said -- paypal is not a bank and are not under the (elizabeth warren's) consumer financial protection bureau which is the only authority of effective policing .. you are about to throw away hours of more effort only to reach a dead end ...
there is no path to your money back ... they cover themselves ... user agreement bla bla blah ...

as i said in my last post your only solution back hand approach ..

In 2012, i bought 5 iPhone 5. The seller SHIPPED and provided me with a tracking number, when i received the information it was a "EMPTY FOLDER" with a "Thanks" letter inside. i follow it throught to find out it was an scam, big time with 1600 dollars. i did not have any transaction on ebay because i contacted the seller on ebay but we did the transaction out of ebay so he can avoid the fee's but paypal have it registered.

So to paypal it was a transaction to that requires "tracking information" because once i sent the payment over "info i stated it was for 5 iphone that needs to be ship". Once the paypal personal review the case they went into the sellers favors because he did provided the tracking number, then once again i contacted paypal and point out that it was a BLANK FOLDER with a thanks letter inside, i provided pictures and everything and once again they reviewd my case and open it, since the seller "provided" again the same tracking number for the transacation they refunded me my money, this process took 28 days.

My advise, document everything how it happens "forget about ebay and first and second transaction since those one are OK". Focus on the third one and document the error.

"Your line should be saying something like, im contacting the Paypal customer services because i bought an item which has not been delivered. The item or transaction number is: ##############". The item stated as shipped and tracking number has been provided but as per transaction number "######### (your second transaction or what ever transaction has been repetead tracking number" its misleading your information"

something like that, make a good case or you will loose your money, PAYPAL is really good at this, i've never lose any money with them. =)

You may do this, but i dont recomend that part. as well, what i can recomend, contact the "gift card company" and talk to them , provided them with the tracking number and trasnaction ID and say they never shipped " while you do this, do what i told you on the previous post, without letting know paypal or the gift card company that you are contacting them simultaneous.
