Will I be able to use this on WiFi before I get it unlocked to use on T-Mobile or do you need to activate it before you can use it on WiFi.

You can buy and use it as a normal Wifi device without ever putting a SIM in it. Easy to bypass the SIM prompt at the beginning.

No, you don't have to activate it before using the phone as WiFi only
