Buying a 1080p TV for friend that can also handle PC gaming properly

Hi ladies and gents, long time lurker and user, finally signed up Wink

I am looking to buy a TV for a friend. For the living room, it would primarily be used for broadcast TV, chromecast and PC gaming.

I would like to stay under $250, looking for 38"-45" size range 1080p TV.
I am up to date with typical monitors but need help with TV's. I keep hearing about input lag, ghosting, vignetting, text readability and refresh rates issue when trying to game on TV's. The video card on the PC is 280x, still a capable video card and would likely use the HDMI output on the card to connect to the TV since HDMI also carries sound signal.

It does not have to be a 120Hz set, his video card couldn't reach frame rates to match that anyway, especially in more GPU power demanding titles (he is currently playing Witcher 3)

Suggestions? I'm on a tight budget myself, I would spend more and increase my options if I could. He is a good friend and deserves it but I am limited within this price range unfortunately, I am not buying myself gifts just so that I can afford to do this for him.
