Cheapest no contract cell phone service for 500 minutes a month? Data not needed.

Looking to purchase a phone for a grandparent.

What is the best deal for someone who needs 500 minutes a month?

What about phones? A smartphone may be nice, but they are on a budget don't plan to use the internet except for WiFi at home. Something with a larger screen preferably.

Republic Wireless is $129 for a brand new phone (less if you buy used on Swappa.com) then $10/mo for unlimited talk and text.

Verizon has prepaid plans for smartphones. If you only use wifi, they start at $30/mo for unlimited talk and text. Bring your own phone, or buy one from them

Page Plus cellular resells the Verizon network. I've read a little bit that when Republic Wireless doesn't have Sprint coverage, they fall back onto Verizon (as a Sprint roaming partner) but I'm not convinced that is true or even possible.
