You are better off going to New York, London, Singapore or Hong Kong for free radiation. Tokyo has lower background radiation than many other major cities around the world.

Flights were $499 2-3 weeks ago. Last week there was a package deal for roundtrip air, one domestic roundtrip and 3 nights of hotel in Tokyo for $899. Yes, I go to Japan a lot.
While Haneda is much closer to the city, many USA-Tokyo flights are not well timed. Some arrive really late at night, and some arrive really early in the morning. Similarly, many Haneda-USA flights depart very early in the morning, so you either spend the night in the empty airport, or you pay for a $$$$ taxi ride at 4am to catch your flight. Chances are, the cheap flights that allows departing/arriving in Haneda will be those undesirable times...

For a apples to apples comparison, a train ride from HND (assume the train is running when you land) is ~25 minutes. From Narita (NRT), the Narita express takes just under an hour.

So the time difference only 30 minutes more... Take that into consideration in your flight selection.

If possible, fly into Haneda.

Narita is so far away from Tokyo city (1.5 hour bus ride)
