This. A wire transfer is you best option. A fee will be disclosed upon requesting the wire with estimated rates.

Wire transfer might cost you more transaction fee. You can check out Skrill.

I checked it and you can go with wire transfer. Skrill is more costly than your wire transfers. More here:

step 1) buy bitcoin

step 2) transfer bitcoin

step 3) sell bitcoin

RISKS - you may lose 30% of your 30k between transferring due to the volatile nature of Bitcoin.

Here's an option that doesn't have ANY fees although might be a bit of a logistical problem -

1. Open a free checking account at Schwab.com and put the money you want to transfer into it.
2. Order debit card.
3. Withdraw money from ATMs in India from ANY atm. Schwab will eat all the ATM fees and will give you excellent (closest to wholesale) exchange rate, without literally any fees.

The only cons are: (i) There maybe a daily withdrawal limit. So it might take a week or two to withdraw all your money, and (ii) Obviously you'll be depositing that INR into either a bank or under your mattress. In either case, you'll have to handle the money so you have to comfortable with it.
