The Borderlands Xbox One (Xbox 360 backwards compatible) Version comes with all of the DLC if played on your Xbox One. No need to already own the DLC.

If you play it on your Xbox 360, it will not come with the DLC.

Supposedly some Borderlands GOTY discs allow you to install all of the DLC on your Xbox 360.

You are correct on this. They have stated that every Xbox 360 gwg from here on out is BC on Xbox one.
I thought I read that all the 360 games with gold are backwards compatible. Someone correct me if I'm wrong

That is their policy now. It means every month is four games for Xbox One owners. Which means even at full price the XBLG subscription is a great bargain and considering it can usually be found for a third or more off, the subscription gets you four games for about a buck each. That's pretty worthwhile, even if like me you never do online multiplayer.

Wow, what a great month. With the exception of SC2, I've thought about grabbing each of those individually in the past. Stoked!

A very highly rated game for $1.25? You expect a lot, don't you? You do realize that despite it's success the majority of people haven't played it? If you take all the sales to date and add another 50% to cover used copy sales, that is still a fraction of the 360 and One installed base.
