i prefer Verizon over AT&T but they both really suck and are terribly overpriced.

if you get good coverage use T-mobile if not id try someone of the less known names. not sure your other question but i think you're trying to ask if you can face time on android with an iPhone. the answer is no

get with the hip crowd/rest of your family and buy an android. iPhone are way over priced, restrictive, and have less spec's.

Where you are, your location, matters. ATT and Verizon are the biggest networks in the USA, but neither covers every location.

Where I live ATT is the best, and Verizon is second. TMobile is third, and Sprint is practically nonexistent. The balance is likely different where you live. Where my aunt lives, TMobile is best. Ask a few locals who has the best service, and you'll notice which names come up repeatedly.

Prepaid services, like those available through WalMart's StraightTalk, work on the major carrier networks and offer quite a good value.

Now, phone choices. First, if you want your smartphone to actually be smart, steer clear of Apple. The iPhones are crippled, have lackluster specifications, and are wildly overhyped by people who prefer style (they ARE pretty) over substance. Android phones, and Samsung is probably the leading brand though you might also consider Motorola, are significantly more sophisticated and more cost effective.

All smartphones will require a data plan. For video chatting you will want a smartphone with a front-facing camera. Almost all smartphones now have this feature, but...read the box to be sure.

Video chatting. FaceTime is an Apple program that only works between Apple devices. If FaceTime is a requirement, then you will be stuck with an Apple iPhone. If you mean Skype, it is available on any platform and works quite well.
