These come pre-activated, but you can still re-use it.

SOLUTION FOR SCROLLBAR:
Open developer tools, and go to console in browser and copy and paste the following so the button to place an order will work:

Chrome browser in Windows: F12 to open developer tools

That explains what happened to me recently at the T-Mobile store. Bought a 6 Plus on Craigslist and brought it to the T-Mobile store to have it activated wit a new sim card from a dollar deal since my last phone used a different size sim. Gave the guy the card and he said "sorry, you can't use this, it's an active sim card" after he tried to activate it. I was confused as it was still in the credit card type holder and was obviously never used. Oh well, paid $15 for a new one and now I know why...
