No, this will not work with RingPlus.

Bands?

EDGE (2.5G): 850MHz, 900MHz, 1800MHz, 1900MHz
HSPA+ (3.5G): 850MHZ, 1700/2100MHz, 1900MHz
LTE (4G): Bands 2, 4, 5, 7, 12*, 17

*Band 12 was removed in the first OTA update. If you completely reflash to the launch 5.0.2 firmware, you should be able to use Band 12 on T-Mobile, but only for data, no VoLTE.

SIM Locked?
Yes, but you can unlock it before turning it on by filling out the AT&T Device Unlock form here [att.com]. Be sure to check "Non AT&T Mobility Customer", and remove the SIM before you turn the phone on.

Root and Unlockable Bootloader?
No and no. The AT&T/GoPhone/Cricket XT1527 and the Verizon XT1528 do not qualify for the Motorola Bootloader Unlock website. All other variants do. The only way to get root is by flashing via TWRP recovery, and the only way to flash an unsigned recovery is by unlocking the bootloader.

Marshmallow?
Motorola has stated that they will not be releasing the Marshmallow update to US variants. Since the bootloader is locked, there is no way to flash another variant's firmware or a custom ROM.

This is a 2nd gen Moto E w/ 4.5". If anything, it's practically the Moto G 1st gen (4.5"), same processor and everything. Moto G 2nd gen moved up to 5.0".

Their "Non-AT&T Mobility Customer" device unlock policy makes this a smokin deal. If not for the locked bootloader and the uninstallable AT&T apps, it's as good as the unlocked XT1527 version. Smokin deal if you have a use for one, even as a backup or dedicated single purpose device.

I'm wondering the same thing. I figure I can always return it if I find out it won't. Last time this deal was live the price increased during the 10 minutes it took me to get to a best buy to purchase the phone. Don't want to miss out on it this time!

Yes. All AT&T Prepaid/GoPhones can be used on a regular plan. Just insert your sim card or get a new one from a store.
