Really weird issue with dual processor workstation only sees Ram from one processor

I have a HP Z800 workstation at work that has me stumped, it is a dual processor system with 12 ram slots 6 for each processor. With 12 2GB sticks of the RAM that came with the system it only shows the 12 GB of RAM from the 2nd processor. BIOS only sees 12, both processors show up in BIOS and windows. No error messages have swapped RAM and if I remove the RAM from 2nd processor just beeps no RAM code. Updated BIOS and set it back to factory. Motherboard looks fine with no bad caps or anything like that?

I did post to the HP support forum and have not heard back, the system is out of warranty so no way to send it back. My boss says to just consider it dead and use it for parts for the other systems that are out of warranty, but I really want to know what the issue/reason is !

Did I read that right? No error messages during POST? Makes me think the
the RAM is there and recognized by the MOBO. Else why an error when you remove itConfused

Is this a new issue or it was always the case?
You can try to swap CPUs between sockets. It'd rule out if the memory controller on one of them died, if the problem follows the CPU

I am not sure if it is new or not, I assume it is since it has 24GB of RAM and the users run VMs. I am new to the program and so no one knows. I did flash the BIOS same issue and yes in the BIOS it only sees 12 GB of RAM. I am going to try and swap processors as soon as I bring in some thermal paste since they don't have any here at work!
