This is probably a bug with the Quicken website, but....
If you have Quicken 2014 Premier (or possibly other versions, YMMV), you can upgrade to Quicken 2016 Home and Business for only $10 (regularly $114.99). Load up your version of Quicken, then under the "Help" menu select, "Add Home and Business." This will launch a web browser which takes you to the Quicken website (http://www.quicken.com/products) and allows you to add the Home and Business version to your cart for $10 or the Property Rental version for $60 (regularly $114.99 and $164.99 respectively). Add it to your cart, go through the checkout, and download the software. You can then install -- it's not an "upgrade" version as the first step is to uninstall your old version.
This was probably only supposed to work if you already had Quicken 2016 Premier and wanted to add the extra functionality, but it didn't actually check the year of the software. When I did the upgrade, I didn't already have a datafile open - I'm not sure if that matters, so if you don't see the upgrade option, close the datafile and try again.
This may work with Quicken 2015 as well, not sure. It's important to note that going to the website directly doesn't show the deal - you have to do it through the Quicken software itself.
