OS windows 10 booting issue

I have a desktop - was running PS windows 7 Premium changed to Windows 10 OS when I boot it says select the OS gives two options both OS windows 10 when I select either one nothing happens the booting icon circle keeps going round & round.

I called MS Windows help desk was of no help said until my system boots up they can not help.

I have no booting CDs etc.

Can I be helped?

Was this an unintended windows 10 upgrade?

Do you have a backup of your needed files?

Are you ok with running windows 10? or do you need to go back to windows 7?

Is this a home built PC or one you bought like a Dell? tell us more about the hardware.

No it was intended windows 10 upgrade.

I have a back up - I tried to use the back to fix the system - this resulted in drive being re-formatted.

It is Dell Desktop Studio XPS.

I am OK with windows 10 if I can just get the machine going.

One option would be to use another computer and download the Microsoft media creation tool, you can then make a bootable USB drive to reinstall windows 10. I don't know where this leaves you with activation but if you call Microsoft with your win 7 license they can help.

Explain your backup method please. I believe dell offers restore media now online at least to some systems. However below is what I was thinking.

This is exactly what I was thinking. Mostly likely if you use the Microsoft media creation tool it should work. Activation should be be fine as it will detect the Dell key in the BIOS. Make sure the backup is good and OP can restore his files.
