Cash Advance fee via Paypal-Gift card mall

Previously, I used to buy gift cards via Gift Card mall on eBay and I was not charged anything.

Recently I changed my credit card on Paypal and bought couple of gift cards via Gift Card mall on eBay.

To my surprise I was charged Cash Advance Fee of 20 dollars + Interest. My credit card company said that the Paypal asked them to process as Cash Advnce fee and did not dispute the charge as it was Cash Advance.

Does anyone know why this happened and what should I do so that I do not get charged Cash Advance fee next time

I have purchased many GC's from GiftCardMall and have never had this issue before. I have spent hours talking with all 3 parties. GiftCardMall, Citi MasterCard and Paypal/eBay.

I am surprised to hear from the card issuer that I cannot file a dispute for a Cash Advance on my CC.

GiftCardMall and Paypal said they found and verified from PayPal that their investigation has determined that it was not an issue with Paypal's Merchant Code but rather somehow the card issuers are idenfiying codes themselves.

So this is a very complicated problem.
