XDA says it's under maintenance for me, I wanted to find out, is the bootloader on this model is still locked?

Does att let you buy it without signing up for service? Not that's there's any reason NOT to get the brand new one from BB. Just curious.

I just tried to order a refurbished 640 for my father through AT&Ts website and it was forcing me to sign up for a voice plan. What the hell's with that?

I got one last time. It works as my GoPhone.
While I'd purchased mine from Best Buy, when
I went to AT&T to have them activate it,
the phone was for sale, there, at the same price!

Does it require service with them?
It shouldn't do - it's a prepaid/gophone, so just request an unlock code and take out the SIM before you turn it on.

Bootloader and sim unlock are different things.

I was replying to the "does it require service with them" part.

No idea if it's bootlocked or not - there should be an official Android 5.1 update, but a quick google says that the North America version didn't get the official 6.0 update. There are roms on xda, but I don't know if it's unlocked or not (I know the verizon/sprint versions are locked, the GSM might be different.)

Unlock Instructions:

Taken from another thread:
Steps below to get unlock code from AT&T:
- - Do NOT open the retail packaging before unlocking
- Do not power on the phone with sim inside
- Click https://www.att.com/deviceunlock/#/ accept terms and click Continue
- Select "Non-AT&T Mobility customer"
- Provide information such as IMEI, First Name, Last Name IMEI and email address & Submit

Steps to do after submitting request to AT&T:
- Check your email and look for an email from AT&T device unlock department (order@ecom.wireless.att-mail.com)
- Open the email and click link in the email to confirm your request (that you previously submitted)
- Wait for your Unlock code to be delivered in email within 48 hrs
- Do not power on the phone with sim inside until you get your code then follow instructions below

- Use another carrier (non AT&T) SIM in device and power on, once prompted enter the device unlock code received from AT&T
