Official HEB coupon policy, from their website:

H-E-B Coupon Policy
At H-E-B, we know how important it is for you to maximize every dollar you spend with us. Coupons are a big part of that, so below we have outlined our guidelines for your convenience.

H-E-B accepts the following types of coupons:

•Manufacturer issued coupons obtained from printed publications (newspaper, FSI, magazines, etc)
•H-E-B Issued coupons
•Manufacturer-sponsored coupons (Type M coupon; has an 'M' in bottom left corner)
•Store-sponsored coupons (Type S Coupon; has an 'S' in the bottom left corner)
•Big Savings coupons (Type B coupons; has a 'B' in the bottom left corner)
•The above mentioned H-E-B issued coupons are typically
•Available at store level and typically yellow in color
•Generated by a coupon printer at the register and provided with customer receipt
•Distributed via direct mail to customer households or other printed publications
•Printable coupons with a bar code (i.e. Online or Internet coupons)

Please consider the following guidelines and limitations:

•Coupons can only be redeemed for items, brands, and sizes as specified by the requirements of the coupon.
•Only one manufacturer coupon per item is permitted.
•Combining a manufacturer issued coupon with an H-E-B issued manufacturer coupon (Type M) on the same item is not permitted
•H-E-B will combine store sponsored yellow coupons with manufacturer coupons for the same product
•One (1) manufacturer issued coupon and one (1) H-E-B issued Store-sponsored (Type S)
•One (1) manufacturer issued coupon and one (1) H-E-B issued Big Savings coupon (Type B)
•H-E-B does not double or triple coupons.
•H-E-B cannot give cash back if the face value of a coupon is greater than the purchase value of the item.
•Coupons must be presented to the cashier at time of purchase.
•Coupons cannot be redeemed for cash.
•The following coupons cannot be accepted:
•Expired coupons
•Competitor coupons
•Coupons without a barcode
•H-E-B accepts valid online and other printable coupons as follows:
•Online and other Printable coupons should be legible and have a bar code.
•Buy-one-get-one-free coupons (BOGOs) are accepted. (i.e. Buy X, Get X Free)
•"Free product" printable coupons are not accepted (i.e. Get X Free)
•Printable Coupons will not be accepted if they appear copied or are altered in any way. They should be printed directly from the website or email in which they were offered.
•Printable Coupons have unique serial numbers and follow an industry standard format; they are non-transferable, and should not be copied, scanned, sold, traded, or otherwise distributed.
•H-E-B reserves the right to refuse any coupon or limit quantities.

OFFICIAL HEB COUPON RULES!!! [heb.com]

Important Information on how to Maximize your Savings at HEB!!!

Quote :
When HEB is having a Buy xx Get yy FREE, you may use a Coupon on the Item xx (the one you have to purchase in order to get the other Item(s) Free) but you CANNOT use a coupon on Item yy. HEB's yellow In-Store coupons are indeed Manufacturer Coupons, so when they scan the Yellow In-Store coupon to make one of your items free that coupon slot has already been taken and any other coupons you may try and use on the Free item will beep.

HEB's Policy on Internet Coupons thanks to easydoesit:

Here is the HEB coupon policy that my cousin received back from HEB:

Dear H-E-B Customer Relations:

Hello and thank you for contacting us at our H-E-B Web Site. We always appreciate hearing from our Friends and Customers.

Thank you for sharing your concerns regarding H-E-B accepting internet coupons. Our stores can accept internet coupons; however, they must have a clear bar code that scans for the correct amount, as this is how we determine that they are valid. There is a maximum dollar value of $10 and a limit of two of the same internet coupon. We do not accept free item internet coupons, to include buy one get one free offers, due to fraud in this area, and all internet coupons must scan to be accepted. This is not to say that all coupons found online are valid. Some times what a customer thinks is a coupon is nothing more than a statement from a supplier with a cost listed on it and this is not redeemable. Additionally, many coupons found online are for a specific participating retailer. These coupons would not be redeemable at H-E-B.

H-E-B is proud to serve you as our Customer and we will look forward to all future opportunities we may have to serve you. We genuinely value your comments and your business. As we strive to deliver superior Customer Service, we encourage you to continue letting us know how we can serve you better.

Sincerely,
xxxxx
Customer Relations Specialist
H-E-B Grocery Company

Thanks! wave I was hoping someone could replicate this CAT and know what the trigger was. I've been doing small transactions at this store and have gotten zilch .... I'm guessing maybe something tamale-related...... Oh well, at least I have that one...
One thing that i have noticed. When I pay cash no cats. When i use my debit card, i may be lucky enough to get a cat. HTH

Just got back from my HEB. If your HEB carries Rio star GRAPEFRUIT 18lbs.. for $7.98... They're ringing up $4.98.

This is an awesome price if you're into juicing...

Hope this helps...
Listed price was 5.98 at my HEB. And they scanned at that price.
Still a good deal.

I saw on HEB facebook page there was a deal for Ice Age Continental Drift DVD/Blue Ray combo for $19.99 w/ 3 freebies with YQ (approx. $7-8 worth). I went to my store tonight and the movie rang up $22.95 and no YQ. They said it was at another store not theirs. Shouldn't it be good everywhere if it is on facebook? FB showed no restrictions and prices good through 12/25th.

well my neighbor bought this deal a few days ago. She couldnt find the YQs either so she pulled up the FB page and showed them. Mgr did it, no problem - and then threw in a pint of HEB Xmas ice cream as a goodwill gesture since it took her 15 min to check out. This was at HEB Plus on 79 in Round Rock. She was so happy - she never complained but he felt bad - said they are often not aware of FB specials......but corporate is working on it.

Making Christmas cookies yesterday I discovered a couple of coupons inside my box of Challenge butter that I bought at HEB. Don't expire until 31 Dec 2013. It was just chance that I looked inside, so I thought I'd give y'all a heads up to take a look. No indication on the outside of the box. Merry Christmas!

I also spotted $0.75/1 blinkies for any Challenge butter @ my store. Do you all remember the super cheap margarine this last year? I finally ran out so I'm hoping for a "B" soon!!!

Thanks, that's what I saw for the San Antonio Castle Hills store. I was hoping to do another $30 deal and then have enough to mail in the $15 rebate that ends on the 31st.

I've been to about 6 stores since they came out (travelling, near work, near home, etc) and I haven't seen them there. I've heard they're in Kroger which is not in my area.
