Desktop for later upgrade - where/which brand is the best bet?

I want to replace my existing Windows desktop, which is an old lenovo with a CPU passmark of around 2000.

I'm well comfortable with transplanting/upgrading my own stuff, so I guess I'm looking for something with a relatively overpowered CPU compared to the rest of the specs in a mostly empty case (e.g. transplant my own PSU, room for maybe a couple of 3.5" drives, video card, expand the memory to 16GB+ later...).

Any ideas where I should be looking (newegg refurb? Dell outlet? Walmart?)

Best bet if you are transferring parts it to build one on a PCBuilder Website
